We the undersigned unofficial members of the Legislative Council of Hons. Kong desire to record our protest against the addition by His Excellency Sir John Bowring, of another official member to the Legislative Council, by his unexpected nomination of the Auditor General - Personally

we can have no

objection

to the gentleman so appointed, whose abilities & official position might give him a to a seat in the Council whenever a va

occurs by any

one

of those

officers

a fair

claim vacancy whose func

tions do not necessarily demand their

presence in Council.

The grounds of

ORASU

objection are,

that, in contravention of what was under- settled limitation of the number

stood to be a

of the Legislative Councillors at the

re-organi-

sation of the council in 1857, Sir John Bow= ring has since caused to be added two offical body in which the

Foth Tris members to a

W

is now

official seats County, Sandwwere already twice the number of the

official

ones _ This disproportion increased to light against Three, and what consequently might be considered as to a certain extent the exposition of the opinions rwiches of this wealthy rinfluential com- munity is altogether lost this

pre= ponderance.
